I don't have to plug the phone into the ipad? The cord I use for my macbook doesn't fit the port on the ipad. Please dumb it down for me. Thank you.

This method is Not Supported.
First put the Photos from the phone into iTunes on the computer you Usually Sync with...
Then connect the iPad to the computer and Sync the photos...
Just download Dropbox on both devices...turn on photo upload...bada bing bada boom. Makes it easier for ya.

No worries mate. Dropbox is what iCloud should be. I love Dropbox. Make sure you complete the Get started steps, link your twitter and facebook for extra space.
The Apple Camera Connection Kit works very well for this. It is a dongle that plugs into the iPad and then allows you to connect the iPhone 4S using the regular iPhone/iPad cable. It has the advantage over DropBox of not requiring an internet connection. I used it regularly when I was traveling in Japan and didn't have much interenet access.
