Perhaps you could but what use would it be? The iPad does not have a cursor, only an insertion point.
I suggest that you request this feature, as I have, at Apple's feature request site. Maybe if enough of us request this it will come in a future iOS release.

Why would you want a mouse to use with a tablet.
If you need a physical mouse and keyboard, should look at and purchase a MacBook Air instead.
