is there a way to disable kids from setting a password on their ipods, they keep forgetting them and i dont want them to be able to set them

Not as far as I know, but you can set one up for them, and they have to come to you in order to unlock their device.
Or set up enough restrictions for the use, so that they don't need a lock screen password.

I have set up restrictions but I can't stop them from setting a password, they are sneaky and they like to set them without me knowing...

My son (12) tried that as well, until I told him that I would wipe his device remotely, if he would put on his own passcode. I only had to do this once 😉
