My ipad 1, 32 gb is resetting every app the last weeks. so i looked here in the forums and the only solutions seems to reset it all.
So i did. but even in a "new" envirioment it is still crashing Safari after a few seconds. And i only see, low memory as a result. The are no apps installed.
What can i do to use it again?

Try the following:
1. Close all inactive apps in the Task Bar. Double-click the Home button and hold apps down for a second or two and tap the minus sign to close app.
2. Try a reset. Hold the Sleep and Home button down for about 10 seconds until you see the Apple Logo
3. If the above doesn't work, backup and Restore as new.
I already restored as new. Problem still there.
The main problem is the 256KB RAM. Try not to open too many taps in Safari.
One page, one tab, 2 seconds! That should be possible i think. But no.
You may have some hardware issue.
