I have 2nd generation iPad. I have deleted down to 5 apps and 6oo pictures. It's say I have only 800 megabytes left of memory. But each of apps only use 5-50 megabytes. It says I have used 13gb used. How can this be. What is using so much. What can I do?

It's not because I've had about 1400 pictures on my iPad before and I deleted them down to 600 pictures a few months ago and it still takes up the same memory.
you should plug your ipad in to the computer open up itunes and it will tell you what is taking up space
How much space is your Other using? You may be able to reduce.

With an iOS device, the “Other” space in iTunes is used to store things like documents, settings, caches, and a few other important items. If you sync lots of documents to apps like GoodReader, DropCopy, or anything else that reads external files, your storage use can skyrocket. With iOS 5, you can see exactly which applications are taking up the most space. Just head to Settings > General > Usage, and tap the button labeled Show All Apps. The storage section will show you the app and how much storage space it is taking up. Tap on the app name to get a description of the additional storage space being used by the app’s documents and data. You can remove the storage-hogging application and all of its data directly from this screen, or manually remove the data by opening the app. Some applications, especially those designed by Apple, will allow you to remove stored data by swiping from left to right on the item to reveal a Delete button.

I'm having the EXACT problem. After the new update, it did restore back to giving me the correct memory space. This has NOTHING to do with having to many apps or to many photos like the other people are saying. This problem all started when "waiting for sync to start" took forever after syncing my ipad to my computer. It takes like 15 minutes for my ipad to sync with my mac and this is soooo frustrating. I only have 3.82 GB left and hoping apple fixes this bug or soomeone in this community can help.
