No way to update to 10.8.2 on a newest Mac Mini other than pay for it?

I bought a Mac Mini from Amazon three weeks ago (I live in Russia and have a Russian App Store account). It is shipped with 10.8.1 pre-installed.

Now I want to update to 10.8.2, but the Updates tab is empty in the App Store and the Mountain Lion 10.8.2 page in the App Store has no a 'free' setup link, it shows a price instead.

The combo 10.8.2 update is also cannot be installed - "This combo update cannot be installed on this disk" (macintosh HD)

Do I need to buy the update?

Thanks.

Mac mini, OS X Mountain Lion (10.8.1)
