iphone 5 unlocked

I walked in asking for an unlocked phone, and this guy told me that what I was getting was an unlocked one.

I know that you can buy an At&t phone at full price and it will unlock after an itunes restore, but this was not the case.

That is interesting since Apple has not announced that it is selling unlocked phones. Also, the AT&T phone will only be unlocked if you request the unlock from AT&T and they process it. It isn't an automatic when you buy the phone at full price and do a restore.
