Waveburner is a separate program originally installed by Logic Studio. So unless you have access to the original Logic 9 installer (pre app store) you're out of luck.

Thanks. That explains why I couldn't find it. Looks like I am out of luck then.😢
I assume that means that one doesn't need it for mastering projects made with Logic Pro 9 [downloaded from the app store]. Is there a 3rd party program that works equally as well?
No You don't need it for mastering perse but it was meant to be a final step before audio cd production would happen. You know, like title editing a little tweak here and there and you also could export DDP files which was very convenient as long as it worked, but in the end the routine was somehow broken and apple let it drop and never mentioned it again, which was a real shame. Well that's how it goes I guess.
At the moment I get similar results plus import and export DDP functionalities with this app:
