If none of the above work, contact iTunes Support at http://www.apple.com/support/itunes/contact/ and follow the instructions to report the issue to the iTunes Store.

Hy there I had the same issue: when buying books or music from the itunes store i am requested to answer to 2 security questions. Unfortunately i do not remember any correct answers so my account always gets blocked for 8 hours a d cannot buy anything! The phone support of apple is useless since in order to resolve the problem i need at least one right correct answer to the questions. Apple told me that there is no solution to my prob. I received some itunes gifts at Christmas and cannot do anything out of it...very frustrating!

If you don't already have a rescue email address (you won't be able to add one until you can answer 2 of your questions) then see if this user tip helps : https://discussions.apple.com/docs/DOC-4551

e.g. you can try contacting iTunes Support : http://www.apple.com/support/itunes/contact/ - click on Contact iTunes Store Support on the right-hand side of the page, then Account Management , and then try Apple ID Account Security

or try ringing Apple in your country and ask to talk to the Accounts Security Team : http://support.apple.com/kb/HE57

When you've got the questions reset you can add a rescue email address to your account for potential future use.

If you mean your rescue email address (you won't be able to change it until you can answer your questions) then you will need to contact iTunes Support / Apple in your country to get the questions reset.

Contacting Apple about account security : http://support.apple.com/kb/HT5699

When they've been reset you can then use the steps half-way down this page to update your rescue email address for potential future use : http://support.apple.com/kb/HT5312
