An apple representative told me its ok to buy a Ipad mini wifi cellular because they are NOT locked devices, I can just take the at&t chip out and put in another carrier. and it will work

SO Why is Ebay, Amazon etc is selling Ipad with description, "Ipad Mini Factory Unlock for lots of money" it is always factory unlock as far I see, I have my ipad mini right now and the cellular data is unlock and working fine. I brought my ipad straight from the apple store.
I thought apple change the name from Wifi + 3G to Wifi + Cellular because it has features to work just like a cell. e.g. recive calls and text etc.
My question is can it really do that? or is their an app I can down load to received calls with the cellular data number and also send out calls? or sms messages?
iPads are not cell phones. They can not send or receive cellular phone calls.
