I tried to connect my phone using Bluetooth with my sister's iPhone 4 but I just can't detect her device. Then I tried with my friend's iPhone 4. Again, I can't detect his device neither can their device detect mine. He claimed that he always linked his iPhone to iPad. Can anyone please advice what I should do?

This usage of BlueTooth has never been implemented by iOS.

For what purpose are you trying to connect an iPhone to an iPhone? There are apps that will allow you to connect via bluetooth to transfer files and photos. If your carrier allows tethering/hotspot, you may be able to use an iPhone as a wireless hotspot or connect via bluetooth for a data connection.

If you load an app like Bluetooth-U on both iPhones, you can send files from iPhone to iPhone. I have sent video files from my iPhone's Photo Album to my iPad using Bluetooth-U.
