Why did apple not include "display duplicates" in iTunes 11?
All any of us here can say is "because they didn't". We have no insight into why Apple made any of the design decisions they have. You can comment to Apple on the issue via their feedback page, if you wish:

Thanks. I really didn't expect anyone outside of Apple to know. I just thought it was a very useful feature and one that I was currently using. I hadn't finished cleaning up my music library when I decided to download iTunes 11. I just felt frustrated and threw a rhetorical question out there. I guess I'll learn more patience and not adopt new products until I read/hear what others have to say first. I don't possess the skills to create the amazing technology, products and services that Apple is responsible for, but we have a saying where I'm from, "if it ain't broke, don't fix it". Anyway, thanks for your time and the link. Maybe I'll comment to Apple. Merry Christmas.
