How to safe guard the iPad so kids can't get on the bad Internet sites.

Look into parental control browsers and then use restrictions to lock out safari. McGruff is one I've seen but I'm sure there are others. You can search iTunes and see which ones look good to you. You'd then set the restrictions in the settings menu to lock out other things and set ratings.
