Trying to setup Time Capsule, how do i fix status that says "double NAT", preventing wifi from working?

In setting up Time Capsule, it won't connect to wifi. In the status pop up of the Time Capsule under the Airport Utility it says "Double NAT". I dont' know how to fix that.

Besides ownership of the modem, another reason for hesitating to disable DHCP and NAT at modem level is that the modem is a 4-port Gigabit-Ethernet modem router because Time Capsule has 3 Ethernet ports only.

Connect to the 2210-02-1ATT modem and configure it as follows:

Advanced>Connection Configuration>Yes, use public IP address

Not the "modem" that we are talking about in this thread. The Motorola 2210 has one Ethernet port. That's it.
