I have precisely the same problem as sopost. I don't mean to be rude and this is a genuine question - how can sopost's image look normal when the status bar at the bottom, with the iPhone connected, shows there are photos stored on the iPhone and yet the On My Device part of the sidebar doesn't have a Photos element from which to list and/or select the photos you want to import? I want to list the photos that are actually stored on my iPhone 5S and copy them to my PC to edit and I don't want to have to do it via iCloud as that is so long-winded (I have to select the photos one at a time and I get a copy dialogue for each photo so the process is very long-winded, unless someone knows of an easier way and I can't see how you preserve the iPhone folder structure). I am using XP SP3 on my PC (my PC won't support a more up-to-date OS and for most of the time, it's capable of doing what I need it to do, so suggestions that I upgrade my hardware or re-equip with a Mac are not particularly welcome). From the iTunes help, it would appear that you need iTunes 12.5 to download to your PC from your iPhone and as this isn't supported on XP and therefore won't install, it looks like it's not an option for XP machines. So all you can do is copy photos onto the iPhone from the PC, not the other way around. Which of those are you more likely to want to do? Thought so.
I did find that I can use XP's Windows Explorer to copy and paste files from the iPhone to a folder on the PC but you lose some metadata including your iPhone Photos app folder structure. However I can live with that and in any case, I'm not sure you can preserve your iPhone folder structure even if you have Windows 7 or better as you end up using Windows Photo Gallery and not iTunes for the import (so why the version of iTunes is relevant, I have no idea). I'm a relative newcomer to the iPhone world and hitherto have used a digital camera for taking photos. My first foray into iPhone photography has left me a little disappointed but not so disappointed that I'm going to rush out and buy a new PC as i don't really think that'll solve this particular problem.
