personal hotspot

When I go to turn on my Personal Hotpot on my iPhone 5 all I get is a processing circle that just continuesly spins. I am not sure what is is trying to set up as from everything I have seen on the internet it should just give me the option to turn the Pesonal Hotspot on. Am I missing something?

I go into Settings > General > Cellular > Personal Hotspot just spins.
