Thanks. This message helped me..... I changed the outgoing server account to smtp.live.com from smtp.hotmail.com. "live.com" is the correct one!

Had same problem - i fixed it by doing the following. Goto mail preferences - hotmail account - check outgoing Mail Server (SMTP) - Edit SMTP server list - choose the hotmail account - make sure you are using port 587 and "Use SSL" is ticked. For Authentication - choose - External (TLS Client Certification) - this will require you to enter hotmail address and password. On the Account information tab - I also used the apple certificate for the TLS Certificate - I did not leave this as "None". Good luck.
