Perhaps you mean the quick launch bar that gets populated with icons from programs that have recently been used?
I still have the icons for them on the normal background on my phone, however is used to ahve them both on my background and also on the bottom task bar, when I do as Chris CA says, it moves them from one place to the other... can I have theses incons in both places?
Please take a moment and explain, in detail, what you mean? You can only have one app icon, in one place, on your iPhone. It's not possible to have more then one for the Phone App or the Message App. Perhaps I could understand a free version and a paid version of a third party app. That would give you two app icons but that does't hold true with pre-installed apps with the iPhone. Another thought, did you change your wallpaper recently? If you used a screen shot as your wallpaper that would give you the appearance of a second app icon.
Tap any icon and hold until they all start to jiggle.
Drag the icons you want, where you want them.
The Phone app and the Message app cannot be deleted as they are part of the iOS. You simply need to locate them on your device and do as Chris CA said to put them back
