rstore safari on Iphone 4S, deleted in Error

It can not be deleted. It has either been moved into a folder or onto another page, hidden via restrictions, or disabled due to an Exchange policy connected to a corporate e-mail account.
I did this too on my iphone 4s and was told by my Vodafone shop that safari cannot be deleted. They also told me I wasn't the first to do this. Sadly they had no clue how to get it back as it is not available to download in Appstore.
Kilted Tim may well be right but that doesn't help me as it's too technical. I have no clue how to access Restrictions and wouldn't know what to do if I got there. What I need is a step by step guide as to how to get Safari back. Can anyone help please?
