Turn Bluetooth on both devices and wait and it should recognize the device you are trying to connect.
That's correct. You cannot connect iOS devices to Android devices via Bluetooth.

What do you want to do with them connected?
The iPad will not be able to use anytihng on the phone nor transfer files to or from it. iPads can connect only to headsets, hands free devices, and some in Car bluetooth systerms, but they have no supported profiles for data transfer or connections between devices.

You can't via Bluetooth - it would take forever even if you could.
Transfer the music and pictures from your smartphone to your computer, import the music into iTunes, then sync it and the pictures to the iPad via iTunes. Using iTunes with your iPad is covered in the iPad user guide:
