(1) Yes. However, you might want to try applying the OS X Lion Update 10.7.5 (Client Combo) first. Even if you are already using 10.7.5, the Combo update may fix your problem without need for a time-consuming format and reinstall.
(2) Unless you already have a proven Combo update workflow, here is what works for me:
• Restart your Mac.
• Use your Mac's Disk Utility to repair permissions and then
download and apply the latest Combo Update, for Mac OS Lion,
the current one is at: http://http://support.apple.com/kb/DL1582
• Repair permissions again immediately following the system restart
that completes the Combo update.
Properly applying the Combo version of updates can sometimes correct software problems, but, if your trouble is caused by a hardware problem, there are no user serviceable parts of your Mac's camera.
(3) If the Combo does not resolve the camera issue, you can try the full reinstall.
(4) If neither (2) nor (3) works for you, your Mac may have a hardware problem. Contact an Apple-Authorized Service Provider for service.
