From the Apple Developer license:

You also certify that you are of the legal age of majority in the jurisdiction in which you reside (at least

18 years of age in many countries) and you represent that you are legally permitted to become a Registered Apple Developer.

And you need a credit card in your name.

You'll have to find someone at least 18 to be the legal registrant (i.e. a parent). Then, you would basically need to work for that person, like an employee.

You don't need any of that. Xcode is free to download and you can register as an Apple Developer for free. That will be plenty to learn. By the time you have something ready to distribute, you will be plenty old enough to sign up for the paid service.
