Call Apple Care for your country and the 1st tier agent should be able to assist you or transfer your call to the Account Security team.

i would call the apple support number. i called 1-800-692-7753, and was linked to a very helpful and nice lady who was able to solve the problem. all they needed was for me to confirm my account, and log in to My Apple ID, and they settled it from there.
