How to download an iPad-Manual to iPad. Please?
You can download iBooks on the iPad and download its manual on the iBookstore. To access to iBookstore from the iPad, open iBooks and press Store

The user guides are avilable in the iBooks store as a free download. In addition, You can use Safari to download the file (http://manuals.info.apple.com/en_US/ipad_user_guide.pdf) but it will help to have an app to store and read it with such as Adobe Reader (free in teh app store) or GoodReader (not free, I don't think, but well wortht he cost).

No, it is not the "wrong way", it is a feature of iOS that helps keep malware off the system by sandboxing apps. With a PDF capable app (including iBooks and dozens of others) its a simple couple of taps to store the document. Or, as previously stated, its available in the iBooks store at no charge.
You are meaning, there is a reason for all things? So I think, too. Sometimes the things are to find hard, and I have to ask. ITunes is such a very mysterious matter… I know, without its restrictions specially in the first versions we would not have online music store (so would not have others too).
