Try this - Reset the iPad by holding down on the Sleep and Home buttons at the same time for about 10-15 seconds until the Apple Logo appears - ignore the red slider - let go of the buttons.
If that doesn't correct, Take it to an Apple Store for evaluation.

So other than the reset, which doesn't solve the problem, any other thoughts.. I have video of the problem in action, if that helps. It seems to occur in the vicinity of the volume buttons. Could it be related?
My ipad display was going haywire. I had bluetooth turned on for the iPad. I realized that I was using a bluetooth keyboard and mouse for my iMac. The iPad was picking up the connection to the keyboard. When I turned off bluetooth on the iPad the problem went away.
I have bluetooth option on, but not using a bluetooth keyboard. And I still have this issue.
