Is it true that I can travel anywhere and buy a Prepaid Micro Sim for my iPhone 5 and be able to use my ATT phone with that sim without unlocking the phone?

I have been told that the iPhone 5 is a true world phone that can be used anywhere just by putting in a Prepaid Sim for the Carrier in whatever country I am in. I have been told the phone doesn't need to be unlocked to use the prepaid sim and I am trying to find out if tis is true and it really works.

You're mixing two different scenarios. If an phone is sold as unlocked, whether that's required by the country in which the phone is sold or that the purchaser just chooses to buy an unlocked phone (where available), then the phone can be used with any compatible carrier in any country.

Again, though, an AT&T iPhone is not unlocked, unless the purchaser has arranged with AT&T to unlock it.
