what does it mean that ipad's carrier is not applicable? if it is like that how can we use that ipad , we can use wifi without any issues even after updating the firmware or will it get locked? need to buy an ipad for using wifi only so suggest me thanks

If all you need is wifi, buy an iPad that is WiFi only and save some
money. Unless the iPad was originally sold by a wireless carrier as
locked to that carrier due to subsidized price, the iPad is unlocked.
But if you are planning to use only wifi, do not get one with cellular
connectivity as that would be an unnecessary expense.
Wifi only iPads do not have carriers, that is why its not applicable. Wifi only iPads will connect to any Wifi networks it can find. There is no limitation.
As imobi mentions if you don't specifically need a Cellular iPad, jut get a Wifi only model. You will have no locking issues or anything like that.
