If I have 2 or more computers/devices with different collections of music on them as a husband and wife may have will all the music from all our devices be merged into one iTunes Match collection in the cloud such that we can share each others music on all our computers/devices assuming we share an iTunes Match account.

You can share the same imatch account but you must also have the same iTunes account and password.
You can match music on your computer, then on the second computer. Once both machines are matched, you will be able to stream (or download) the music from the second computer on yours and vice versa.
