Cellular commononly means the provider's cellular network and whatever data plans the provider supports. The iPad comes in two versions. The iPad+cellular connects to a provider's cell network (3G, LTE, 4G, ...) what they support for iPad. iPad wifi-only does not connect to a provider's cell network. They connect to wifi only.
