Sorry but no. The content owners do not allow Apple to offer that feature. If you want to view movies purchased from the iTunes Store on a TV, you'll have to either connection your computer or iOS device to your TV or stream though an Apple TV.

No; they can be burned to a data DVD for backup and transport, but not a movie DVD for playback outside of iTunes.
