How do I know who has my ipod without "find my iphone"

My ipod was stolen like two months ago , and I know the app that says "find my iphone" doesnt work because my ipod isnt connected to wifi. Is there any way I can track it down by using the serial number ? I know whoever has it, had to reset the ipod so now theyre probably using it and purchasing apps with that serial number. Is there any way I can locate my ipod ? or at least find out who has it ?
