Face time not worked on ipad mini since I brought it

Can't seem to get FaceTime working. When I FaceTime someone who I know has FaceTime and has the ipad with them it says FaceTime is not available. I've had it just over a week now and still no luck. I'm signed in and connected to wifi with good signal. I've tried a couple if different people.

Also on android there's an app called tango and I tried face timing my mum on that. It went through she could hear and see me but I could only hear her and not see her.

Is my iPad mini faulty or do I just not know how to use it?

I tried most of that with no luck. I've read on others about registering for FaceTime. when I got my ipad I entered my apple id and everything as I already have an iPhone 3GS but it hasn't said anything about FaceTime registration. When I go to settings on ipad it says my email is set up to FaceTime. I have tried to access my account through this but it says server is busy or to working
