My iPod can't charge! Why?

First, I want to apologize for my english, I'm french. I have a problem with my iPod. I still have about 5% of batteries. I plugged in 3 different locations: in my computer, in a hole on my USB Videotron illico and a charger that plugs into the wall. I hooked up with two different threads, the screen does not change, and no appearance of the loading icon on my iPod. thank you for your answers!
