Why can't I delete apps on iPad

Thank you so much for your suggestion, it has worked and I can delete apps this way however I am still baffled and annoyed that I cannot delete apps in the normal way! Do you know what might be the reason for this? Thanks again!

Hi Dannot88. If your restrictions allow deleting apps, and this is not an app required by a profile, try this method to delete it:
There's another way to delete an app that may work when the shaking mode does not. Go to Settings > General > Storage & iCloud Usage > STORAGE Manage Storage. Note that this is the first Manage Storage. Wait for the list to populate and tap on the entry for the app. It should offer a Delete App button which may work.
I now have another issue! I cannot download any apps! I've reset the iPad even erased all content and settings and started fresh, still cannot download apps! I have nothing on my iPad now it's really frustrating me. It's a 4th gen 16gb updated to the latest software
There's a couple of possibilities. If the apps you're trying to delete were preinstalled apps, they can't be deleted.
If they're not preinstalled ones, then perhaps the ability to delete apps could be locked out via restrictions.
When I try to install an app the blue circle spins round and it goes on forever it never actually puts the app on the home screen to download it just never gets to any stage at all really it's weird! Really bugging me now, cannot use the iPad with no apps!
There is a restriction for this. In Settings...Restrictions, there is an option for disabling app deleting. You have to turn that back on in Settings...General...Restrictions.
No idea, really. Maybe if something was partly installed, the home screen method of removing may not work. The method using the storage list is lower-level in some way, sort of like command-line vs windows GUI.
Are you connected to Wifi? O doing this over cellular data?
If over cellular data downloads are limited to less than 100MB. If the App exceeds that size it will not download.
If you are connected to Wifi, then make sure the Apple Store servers are not blocked on the router being used. Try another wifi network for testing.
If all else fails, try rebooting the iPad.

No data should be lost.
Did you ever get this problem sorted? I am having the exact same issue with my iPad, it's driving me crazy.

My iPad restriction says I can delete apps, when I hold down on the app it jiggles and shows an "x", but it's not allowing me to press the "x"
