Has anyone else had this problem?

Hi Dannot88. If your restrictions allow deleting apps, and this is not an app required by a profile, try this method to delete it:
There's another way to delete an app that may work when the shaking mode does not. Go to Settings > General > Storage & iCloud Usage > STORAGE Manage Storage. Note that this is the first Manage Storage. Wait for the list to populate and tap on the entry for the app. It should offer a Delete App button which may work.
I don't get an error message or anything just the blue circle goes around and around forever, I've got installing apps enabled in restrictions I've literally tried everything I can think of now i don't know why it's doing this!

Do you have restrictions that prevent installing apps, Settings > General > Restrictions? Or maybe a profile, Settings > General > Profile? What happens when you try to install an app?
I'm using wifi connection, I know that isn't the case as I can easily download apps on my phone over the same wifi connection
