well my i know my restrictions password and i tried it it would not accept the correct code i entered so now i cannot make changes in iCloud FaceTime and iMessage

You need to restore iPad to remove password.
Make sure you backup before you proceed.
I did your idea but the problem is after restore restrictions did not get gone
And Apps got erased even after backup
Making a backup will not help you resolve your issue. It will simply put back the problem. You could restore the device and sync back most of the content, like Apps, from iTunes installed on a computer.
You need to setup as new because the backup contain the passcode you have forgotten.
What if i reset my iphone to factory settings and then restore the backup will the password of restrictions also restore? Or will i be able to set a new password??
