Pay verizon for wifi but can't FaceTime out of house on iPad, why?

Are you referring to a Verizon Mi-Fi device? Wi-Fi being "ON" means that it is enabled. It can only join a network if there is one within range. You have to take your Mi-Fi device with you.

Do you have an actual Wifi connection? Under the part where it says it is "On" do you have a Network selected?

In settings have you turned on "use cellular data" under the FaceTime Section? If not, it will only work on wifi.
