If I have ipad without 3g why I don't have face time ?

Why for ipad with only wifi face time is not available ?

IPad 3-OTHER, iOS 6.1

Where was the iPad purchased? If in certain Middle Eastern countries, FaceTime is banned and can not be activated/installed.

Where did you buy your iPad? Due to restrictions in some countries, Facetime is a prohibited program and not allowed to be on a device. (the UAE is one prime example)
