Can I share my screen with a Mac that is not logged in?

We have a classroom of iMacs running 10.7.5. The instructor's computer is running Apple Remote Desktop Admin 3.6.1 and all of the computers have Apple Remote Desktop Client 3.6.2 installed.

The question / issue is this: the instructor can only use the "Share Screen" feature to share their screen with a computer that is already logged in. In other words, the instructor cannot share their screen with a computer that's at the login window.

I'm certain this was possible with a prior version of OS X, Remote Desktop, or both. So this is either an intentional change on Apple's part, or a bug.

Can anyone confirm that this issue / observation isn't unique to us?
