How do I access air play when the Icon isn't displaying?

I am trying to have my IPad sync with my Apple TV device, but the Icon needed to activate I can not find. Also in trying to print from my IPad I can not get the airport to work. Please help me in trying to get all my devices to work and play together.

iPad 2, iOS 6.1
