My iphone4 wont charge using a usb of main charger connection. i have been told to do " Reset All Settings" will i lose all my data ie contacts,pictures and apps.

When you do Reset All Settings you will NOT Lose contacts, pictures and apps.
But I think it will not solve the charge problem. If you try this and it is not working you can try to Restore via iTunes. First make backup in iTunes. When you did this you can restore your iPhone and when finish restore backup on your iPhone.
