if I limited installing apps,is it able to update OS?

When I close installing apps in device restrictions, is it able to update OS?

Yes. Turning off the ability to install new apps in the Restrictions just blocks access to the iTunes Store. It does not affect the ability to update iOS.

In addtion, is there any official solution to block the OS update? Because I'm afraid the OS upgrade will bring new issue for the App and we can't check/update the Ap once the OS upgrade.

If I need to create a new issue for it, please let me know.

No, sorry, there is no way to block a user from updating iOS on their device.
