Yes. Turning off the ability to install new apps in the Restrictions just blocks access to the iTunes Store. It does not affect the ability to update iOS.

In addtion, is there any official solution to block the OS update? Because I'm afraid the OS upgrade will bring new issue for the App and we can't check/update the Ap once the OS upgrade.

No, sorry, there is no way to block a user from updating iOS on their device.
