Back up of my Video iPod is not available. File>Devices>Back Up is greyed out. I do not sync with iTunes, but manage transfers manually. I delete albums from iTunes after they are added to the iPod. How do I turn back up on?

Do you have an iPod touch? Only iOS devices (iPod touch, iPhone and iPad) have backups.
No, I have a Video iPod, which predates the Touch by several years. I know I can redownload purchased content from iCloud, but the iPod has a large amount of material copied from my CDs (and some DVDs), that would be very time-consuming to reload. I have backed up my iPod content to my external hard drive as a mirror of the iPod structure, but am not sure that I could use that to restore non-iCloud portions of the data.
