There are a couple of problems with posting here. Snow Leopard users must use Java SE 6 and restoring their plug-ins are a much different type of issue. In any case, yes, I have gone to the Java site, and it tells me that “Java is not enabled.” I went to the Prefs in Safari, and discovered that it WAS enabled. I then disabled it, quit Safari, restarted. Went to Prefs, enabled again, quit Safari, then restarted. All to no avail...
Do I need to through out the preference file, and let Safari rebuild it again?
Does it say "Java is not enabled" or "Missing Plug-in ↓"? If you click on those words, what happens?
It should not be necessary to restart between changing the settings. In my experience they are effective immediately. I doubt that deleting the pref file will help, but the worst thing that can happen is you have to restore any setting changes you have made. As I recall, there are multiple pref files.

Since you say you have the latest version, nothing you do to this file will help you as it's not being blocked by it. In my personal experience, the advice on deleting or modifying this file is ill advised as it's there to protect you from multiple types of malware and changing the file could leave you wide open to attack.
Did you ever have Java 6 installed on this Mac or migrate to it from a previous computer or OS X?
