Why does iOS updates download automatically?

First iOS 6.0.1 and yesterday iOS 6.1 downloaded automatically without my intervention. Just the message 'downloaded' and ready to install. It would be good to find out what is happening because It's not a normal bahaviour. Any solutions for 1) disabling automatic iOS downloading and 2) deleting not accepted file occupying space???

If you tap 'install now' and decline the agreement, you come back to the update window without deleting anything.
