I have been not able to access the app store through the mobile network but I can access it using wifi.
I have iPhone 5 running iOS 6.1 and I can't remember having this problem when I was running 6.0.2
Any idea what to do to fix this ?
Please don't tell me that the only way is to reset all settings.

Do you have a data plan?
Does your data plan have a cap?
have you gone into settings, itunes and app stores, and then make sure 'use cellular data' is on?
Yes I have a data plan and there's no cap.
This is weird, I upgraded to 6.1 two days ago and a few minutes before the upgrade I didn't have any problem connecting to app store using mobile network, now by checking "use cellular data" I found it turned off.
I turned it on and tried and it seems that it didn't solve the problem as I'm still unable to connect.
Is the phone connecting with its carrier? And with what kind of connection? 2G, 3G, 4G? There have been reports of connectivity problems post-upgrade, especially with 3G or 4G.
Try turning it off and back on?
Or switching to Airplane Mode and back again (which causes a carrier disconnect and subsequent reconnect negotiation).
I tried on both 3 & 4G with no success.
I also switched off Airplane mode and on again a couple of times with no success so far.
Do other Internet data services work when not using Wi-Fi? Safari, Email, Maps, etc.?
Yes, all other data services work perfectly and I'm using personal hotspot to connect to the internet 95% of my time including now.
Check/redo your AppleID auth on the Store. I recall another thread where a similar connection problem was solved that way.
I'm not really sure how to do that but I've tried to sign out frmo the phone and then tried to sign in again, it took the phone more than 10 minutes to respond with an error "can't connect to app store"
I also tried from iTunes to "view my Apple ID" and aftet confirming the password it gave me an error can't connect to iTunes store"
I've also tried to back up my phone to iCloud and it was done without a problem.
