It means that the app is scheduled to be added to the device when you sync.I'm guessing it stays selected to install even if it can't now in case the reason it can't goes away. E.g. you upgrade the iOS on the device. Do you get an error message while syncing? If not have you used Edit > Preferences > Advanced > Reset Warnings?

Guys, suggestion of TiKi Effect worked for me as well. After spending hours trying to search on internet, watch youtube videos etc it is the suggestion of TiKi Effect in this thread that worked for me. I wish I had found this post earlier which would have saved hours of my precious time. Follow the advice of TiKi Effect that is to turn off your phone, while plugged into your computer and then turn it back on. After turning your phone back on click on the Sync or Revert/Apply button and you will apps start to download in the status bar at the top of your iTunes. Hope that helps you!!

Ps: "Will Install" means it is pending to install. Status will change from "will install" to "installing" beside the app if that app is the one getting installed at that moment. After the installation of the app "Will Install" will change to "Remove" button beside the app in the iTunes app section. See the screen shot!User uploaded file

I ran into this problem after trying to upgrade my iPad to iOS 8.0 using iTunes on a Windows PC, since it is faster than that over wifi and doesn't require deleting stuff to open up some space. I made a backup prior, but the upgrade failed for some reason and the iPad went to restore mode. Anyway, I restored it from the backup after that with the new iOS 8 installed, but some apps would not load on the iPad with a status displayed "Will install".

Then I remembered that I had the Restrictions enabled previously and the Apple store was being one of them, so my niece would not install apps that I do not approve. In my case that was the problem. As soon as I lifted the restrictions from the Settings\General on the iPad, all the apps got re-installed.

I hope this helps
