There is a picture of a usb cord with an arrow pointing to an itunes picture. How do i unlock this page? I can't use my ipad at all. Thank you!

You need to connect it to your computer and iTunes via the cable and restore it - it is in recovery mode.
Thank you, is their a way to do thus without losing all my pictures and videos?

Only if you have the daily iCloud Back-up enabled or have done a recent back-up through iTunes.
If you have either of those we will be able to help you, otherwise I'm afraid they will be lost.
