I also have been having this question but about 2-4 weeks ago that message popes up and I contact apple and they fix it and I was able to buy apps and movies for about 2 weeks and then today when I tried to buy a movie the message popped up again and idk if this is a problem with the new iOS 7 update or not cause I'm starting to get feed up with this because I have to have my iPad for school and this message is keeping me from downloading the apps my teachers tell me to down load

Because there is more than likely an Issue with your Account and that is why you need to Contact iTunes Support again.
